UEFA Euro 2028 Qualification Rules
UEFA confirmed the qualification format for Euro 2028 (hosted across the UK and Ireland, 9 June – 9 July 2028) in May 2025. The tournament features 24 teams
Qualifying Group Stage
- 12 groups of 4 or 5 teams each.
- Hosts (England, Republic of Ireland, Scotland, Wales) take part in qualifying and are drawn into separate groups.
- Groups are seeded using the interim overall rankings from the 2026/27 UEFA Nations League.
- Matches are played home and away (round-robin).
- Timeline: March 2027 – November 2027.
- Draw: 6 December 2026 in Belfast, Northern Ireland.
Direct qualification:
- All 12 group winners.
- The 8 best runners-up (ranked by points, goal difference, etc., excluding results against 5th-placed teams in 5-team groups).
Host Nations Rule
- Hosts do not receive automatic qualification.
- Two spots are reserved for the two best-ranked host nations that do not qualify as group winners or among the 8 best runners-up.
- Ranking of hosts is based on overall performance in the qualifying group stage.
Play-offs (March 2028)
The remaining 2–4 spots are decided in play-offs involving:
- Remaining group runners-up, and
- Best-ranked non-qualified group winners from the 2026/27 UEFA Nations League.
Three possible scenarios depending on how many host spots are used:
- Both host spots used (0 or 1 host qualifies on merit)
→ 8 teams in 2 paths → Single-leg semi-finals + finals → 2 spots. - One host spot used
→ 12 teams in 3 paths → Single-leg semi-finals + finals → 3 spots. - No host spots used (all 4 hosts qualify on merit)
→ 8 teams in 4 home-and-away ties → Winners advance → 4 spots.
Points
- Linked to the 2026/27 UEFA Nations League (secondary route via play-offs).
- This is the last European Championship qualifying process to use a traditional group stage. Future qualifiers (from the 2030 World Cup onwards) will switch to a new two-tier format.
- Russia remains suspended and cannot participate.
